Bethel is made up of a Board of Director, CEO, COO, and nine Managers and staff.
Like most organizations, it is divided between Administration and Operations.
The Board of Directors meets on a quarterly basis, and each member oversees an area of the organization (finances, legal, fundraising, etc.).
The CEO reports to the Financial Committee monthly.

Guillaume & Delphine Gauvain
France

Guillaume and Delphine Gauvain are the founders of Bethel Foundation (since 2003). Guillaume went to Université Lyon III for English Language and Civilization and has a Diploma in Theology from Barrington, RI USA. Delphine studied Sociology in France and got a degree in Theology also from Barrington, RI USA. Originally from France, they have lived in the US, Canada, Hong Kong and have now been living in China for 11 years. They have three children. Guillaume's interest is playing jazz piano and composing. Delphine is passionate about horses.

Ben Chan
Malaysia
|
Ben comes from Malaysia and has been in China since 2008 with Evelyn, and their three kids (Grace, Sarah and Samuel).
He is currently an Executive Director of Khazanah Nasional Berhad. He has been responsible for the firm’s investments in China and the ‘sustainable development’ sector since 2005.
Prior to joining Khazanah, Ben was heads of research at various investment banks covering the Greater China and Southeast Asian capital markets.
He is a member of the Institute of Chartered Accountant in England and Wales and holds a Bachelor of Commerce (with merit) from the University of New South Wales.

Billy Chan

Mr. Billy Chan has served on the Board of Bethel since 2006 in the capacity of Supervisor of the Legal Committee.
Billy is a Chartered Engineer from Singapore with extensive railway engineering-management experience in Europe and Asia. As Transportation Consultant APAC in the global telecommunications company Alcatel-Lucent, Billy's professional responsibilities relate to the conduct of business development activities within the transportation sector in the Asia-Pacific region. These also include developing strategic partnerships, both local and international, with a focus on the collaborative pursuit of opportunities within and beyond the region. Trained as an Electrical Engineer, Billy started his career in a British railway signalling company and took on multi-faceted responsibilities as Project Engineer, Technical Manager, Project Manager and Chief Representative before taking up his present appointment. He was based in the United Kingdom for 5 years from 1998, and has been residing in Beijing, China since 2002.
Professional interests aside, Billy has a keen interest in the Scouting movement, NGO volunteerism and jazz music performance.

Toby Littlewood

Toby Littlewood has served on our Board of Directors since 2008.
Toby has served in senior regional roles in Human Resources and Corporate Communications with the energy group BP plc and construction materials company Lafarge SA, mostly in Asia of which around 20 years was based in China. As the Regional head of Corporate Communications for BP, Toby worked with government ministries and NGOs as partners involved in BP's corporate social responsibility projects in the areas of social welfare, child nutrition, environmental protection and education.
Prior to joining BP, Toby worked as an administration Officer in the Hong Kong government for three years, with responsibilities that included a Government Secretariat position in the Rehabilitation Unit of the Education and Manpower Branch, looking after policy, legislation and planning for the rehabilitation of the disabled.
For the last 5 years Toby has been running his own Executive coaching and HR consulting business, based in Beijing and Shanghai.
Apart from Bethel Foundation,Toby also serves on the board of New Hope Foundation.
Toby holds a degree in Chinese Studies and Sociology from Leeds University, is married and has one daughter who is at university in London.

Mr. Peng has been working as certified lawyer for 19 years. Before he joined GongCheng law firm, he worked in the Patent Bureau of Ministry of Justice between 1989 and 1991. Between 1991 and 1995, he worked as lawyer in the justice department of TianPing law firm. Between 1995 and 1996, as one of the founders, he founded JunZeJun law firm. From 1996, as a founder, he founded GongCheng law firm. In 2000, GongCheng law firm merged with JingTian law firm and became JingTian GongCheng law firm. He has working experience in the law firms in UK and HongKong as visiting lawyer.
